Caso Malaya

Following Jesus Gil, the office of mayor was held by JulianMunoz, who was expelled from office by a censure motion after he placed acensure motion on Juan Antonio Roca, the town planning consultant. Currently,Julian Munoz has accumulated around a hundred court cases, all pending in Marbella courts.

In 2003, after the censure motion that ousted Julian Munoz,the post was held by Marisol Yague, who was also prosecuted in 2006.

Politics and Government

Following the first Democratic municipal elections after theadoption of the 1978 Spanish Constitution, which took place in 1979 and until1991, all mayors of Marbellawere PSOE.

Marbellawas governed by the GIL, the head of which was Jesus Gil y Gil, after coming topower and subsequent stayed in it by methods that were quite controversial. Hispeculiar style of governance was characterized by an “urban demand,” andwas speculative and predatory with theenvironment and suspected of corruption.

Municipal Management

In the current legislature (2007-2011) the People Partydominates, with 16 councilors; the remaining members are divided between theSpanish Socialist Workers’ Party, with 10, and Izquierda Unida-Los Verdes-Callfor Andalusia, with 1.

The team is made up of a government, besides themayor, of three deputy mayors, the first lieutenant, second, and deputy mayorof San Pedro de Alcantara

In 2006, after being arrested on charges of corruption, themayor and other members of City Hall, full of Spanish Senate, unanimouslyadopted the report of the General Commission of the Autonomous Communities,decreeing the dissolution of Marbella Town Hall.

The investigation is known as Caso Malaya and has resultedin 24 detainees and the seizure of goods worth 2,400 million Euros. The legacyof environmental mass destruction in Marbellain early 2006 is a clear example of the 30,000 illegal houses built in themunicipality and a lack of education and health infractions.

Today the term œurban Marbella is synonymous with urbancorruption.

There are also two positions of area managers, one for thearea of Nueva Andalucia and one for the area of Las Chapas, a generalcoordinator of finance and personnel; 13 delegates to the areas of the publicsafety and emergency systems and interior new technology; trade and public;health and human services; youth and sports; urbanism; construction andoperating services; welfare and clean environment; culture; womens education; employment and tourism; transport and movement; and district festivals.

Receivership

Marbella is the head ofJudicial number 6 in the province of Malaga, whose districtincludes the municipalities of Benahavis and Istan Ojen, taking a population ofapproximately 138,000 people in five other courts of instruction and five offirst instance.
